What does an hp dual tv tuner digital video recorder do?

Hi!
My brother’s friend gave him a used hp dual tv tuner digital video recorder. No connectors, remote, nothing but the DVR itself. My brother is not tech savvy and his friend is, so he was too embarrased to ask what it’s supposed to do. So I am asking the Yahoo Answers Community. What is the best brand -in terms of resolution and color – for digital picture frame ?

I am looking for a digital picture frame, size around 7 inches, preferably -if possible- is not a widescreen. What is the best brand for the resolution. I saw some cheap 7 inches picture frames with terrible resolutions.
